partial symbol for atom ?

Does anyone have an idea re what a wheel within a wheel represents in symbolism? I saw one in a swimming pool. The scriptures about them are mysterious & I’m wondering about a current day interp for the symbol. Interestingly, it also looked a lot like the symbol for an atom like in the link below only it just had 2 of the circle things instead of 4 and no ball in the middle

There is a "wheels within wheels" idiom which means "complex interacting processes, agents, or motives" which may come from the Book of Ezekiel scene.
