In this dream I was lying on a set of stairs near the bottom. I looked up and saw a cat look over the railing and spit on the stairs. It moved along the railing and keep spitting on each step starting with the top step. I decided to get up before the cat could reach me.

I think this may be a spirit that's trying to stop you from ascending the stairs by intimidation.
Curious as to why you would be laying on the stairs, and also why near the bottom?
Is there something that you started to ascend in then got tired and had to lay down?
Stairs are for standing on, not laying down, so perhaps look at what that may be about.

One of my friends told me that their cat was spitting. I looked it up and actually, cat's don't spit. Rather, they are hissing at you.
I also looked up cat (domestic), and it is a warning of an attack.
I believe that the enemy is trying to prevent you from going up the stairs, and this is a spiritual attack. This is a warning dream, and more of a 'heads up'. You can pray against this, and it really works.
